In January 2019 Amber Rudd announced that she would be asking the DWP to start work on a landlord portal for the private rented sector. She said:
"Therefore, I have asked the Department to build an online system for private landlords, so they can request (where necessary) for their tenant’s rent to be paid directly to them

The idea will be to make it easier for private landlords to apply for an APA managed payment (current process explained here
) - but the rules on when they can apply will remain as now ie two months arrears or where they believe the claimant to be vulnerable and at risk of not paying their rent (more information here
It will improve and speed up the process of applying for APA managed payments but is not expected to provide anything else (as with the landlord portal that is currently available to social housing providers).
