Housing Systems: Combating poverty and sustaining tenancies.

Who Can Claim: Young People

  • The UC Regulations state that someone has to be 18 to Pension Credit age to claim UC, but they allow 16 and 17 year olds to claim in certain circumstances.

  • Care Leavers age 18 or over are able to claim Universal Credit without any restriction; there are special rules for care leavers age 16 or 17.

  • Where the young person is classed as a student they will only be able to claim if they fall into one of the categories of students that can claim.

  • Claimants under 25 have a lower standard allowance than those 25 and over. This includes couples where both members are under 25.

  • The restriction that was in place for some 18 - 21 year olds getting a Housing Costs Element in their UC award was lifted from 1st January 2019.
