PIP: Getting prepared (for the 4 point rule change)


In their recent Pathways to Work Green Paper the government has proposed that Daily Living PIP entitlement is restricted to those who are awarded at least 4 points on an activity.

This proposed change would apply to new claims from November 2026, and existing claimants on renewal after this date.

If the proposal goes ahead (MPs will be voting on the Green Paper in June), then these claimants, as well as scoring a total of at least 8 points, will need to score at least 4 points from a single descriptor to qualify for the Daily Living component of PIP.

The OBR estimates that the number of people who will lose the PIP daily living component is 800,000. This amounts to a minimum of £4,200 per year.

Losing PIP Daily Living could have a knock on effect on other entitlements too such as carer benefits, HB and UC size criteria and exemption from the Benefit Cap.

  • Quick overview of the proposed change and it's potential impact.
  • Review the Daily Living activities and which descriptors score 4 points. 
  • Discuss the importance of 'to an acceptable standard', 'repeatedly', 'safely' and 'within a reasonable time period' - terms not found on the PIP form but very relevant to the allocation of points.
  • Explore tactics ahead of the proposed changes.
  • Feel better able to support claimants who have health conditions/disabilities when making a claim for PIP given the proposed changes ahead.
