Procedure in relation to the three NIno tests.
1. NINO provided for claimant and any partner.
LA must compare the information the claimant has provided with any information they have that identifies that person. If it does they can pay HB (if entitled).
2. Claimant/partner does not have information about their NINo but provides Information and evidence to trace it.
LA must see if they can trace it from the info/evidence they have; if they can they match it as above and can then pay HB if entitled.
3. No NINo- but applied for. The LA must complete and send form DCI 1 to the DWP requesting a NINO interview and tell the claimant what it has done.The DCI 1 is sent to a booking centre which contacts the claimant/partner to arrange an appointment at a NINO 'Hub' to be interviewed, and forwards the DC1 to the Hub. The claimant /partner must submit evidence of ID, and sign the DCI 1 and for CA5400, which are both sent to a NINO centre (NDC).
If the claimant/partner subsequently attends the NINo interview, and the NINo is given, HB can be paid if entitled. The HB claim should be treated as an application for a NINO (so the date of HB claim is from the date of application).
