If the claimant has to leave their home while it is being repaired, for example during a major repairs schedule or following a fire or flood, they will not be able to claim HB on both their normal home and the one they have been decanted to.

This is because this situation is specifically excluded under HB Regulation 7 para 6 from the "HB on two homes" provision.

Instead the rules say that HB will be payable on whichever home they are liable to pay rent on. HB Regulation 7 para 4.

However we are aware that sometimes HB Offices have been happy to consider paying for the normal home during a short period of absence (less than 13 weeks) under the temporary absence rules, as this is less complicated. This happened during the bad floods of 2007, for short term absences only and where the property could still be considered to some extent “habitable”.
